Every other converter uploads your file, processes it on a rented machine and pays for that machine by the second. That is why they cap you at 500 images a month, hold you in a queue, refuse anything over 100 MB and ask for a card. The cost is real and they have to recover it.
These tools use WebAssembly to run the same decoders and encoders inside the page you are reading. Your laptop does the compressing. Nothing is metered because nothing is consumed, and nothing is private to protect because the file never travels. You can check that claim yourself: open devtools, watch the network tab, and convert something.
