Questions

Does merging reduce the quality?

No. Pages are copied across as they are, with no re-encoding, so the merged file is as sharp as the originals and roughly the sum of their sizes.

Can I merge images and PDFs together?

Convert the images first with the images to PDF tool, then merge the results here.

Is there a page limit?

No. Nothing is uploaded, so there is nothing to meter.
